Belarusian Culture Centre of Daugavpils is established by the instruction of Daugavpils City Council N242 on the 25th of March, 1999. This is a budget cultural establishment of government. BCC is an independent legal person, submitted to Daugavpils City Council; its activity is coordinated by Daugavpils City Council Department of Culture. Currently BCC is the only Centre of Belorussian Culture in Latvia.

- Multiplicity of forms and methods of work in order to preserve and develop Belorussian national culture, traditions
- Development of ethnic and esthetic art, using amateur performances
- Realization of cultural, educational and economic activity according to Latvian Republic’s law
- Preserving the culture of Belarus, traditions and language in Latvia
- Co-operating with legal and physical persons in Latvia, Belarus and other countries
- A vocal ensemble “Kupalinka” and youngster vocal ensemble are performing
